The rules and regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator, or official.
The General Manager shall be empowered to permit minor deviation from any of the specifications herein or impose any further restrictions that in his opinion do not alter the minimum acceptable requirements. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS. Any interpretation or deviation of these rules is left to the discretion of the officials. Their decision is final.
GENERAL RULES
This general rules section applies to each and every person that is signed into the pit area. You are expected to know the rules - and since DRIVERS ARE RESPONSIBLE for everyone in their pit area, be sure everyone in your pits knows the rules.
CONDUCT
ANY BREACH OF THE FOLLOWING CONDUCT RULES MAY RESULT IN FINES, PENALTIES, DISQUALIFICATION, SUSPENSION AND OR ARREST AND LEGAL CHARGES.
No fighting allowed anywhere on Macomb Raceway property and/or at outside events on other premises. Any argument that began at Macomb Raceway that results in a fight at a later date and/or at another location will be handled as though the fight actually occurred at Macomb Raceway. Any continuing problems from the same individual will result in permanent suspension.
We expect courteous conduct from all participants at all times. We will not tolerate profanity or obscene gestures in front of the fans nor will we permit profane lettering, obscene signs, and double meaning messages on your car. Keep it clean and family oriented.
THERE WILL BE NO DRINKING OF ALCOHOLIC BEVERAGES BY ANYONE WHO HAS SIGNED INTO THE PITS until the last checkered flag has fallen and your cars are loaded for the evening. Any driver or pit crew who is caught with an open alcoholic beverage before the races are over; or in the opinion of the G.M. and officials that someone is under the influence of alcohol or drugs the person may be tested, ejected or arrested and the associated car may be disqualified.
When in the Pit Area, maintain a constant watch for your protection.
Every racer will be expected to participate in every event that is possible for him to run. When a racer refuses to participate because of a disagreement with the length or type or style of a race, he is subject to suspension for a period of time determined by the General Manager.
PARTICIPANT’S INSURANCE
Posted at the Pit Gate sign in area and on the Pit Shack wall is a certificate of insurance, which covers everyone signed into the pits. The certificate of insurance will list the accidental medical benefits and/or limits. If any question or problem arises regarding insurance, contact Macomb Raceway Management.
LIABILITY INSURANCE
Our million-dollar liability insurance insures the racetrack, the car owner, driver, and sponsors. For example, if a wheel came off your car and injured a spectator who filed suit against you, the car owner, and the sponsors with their name on your race car, the track, etc., you and they will be covered by our liability insurance. Every driver must inspect the racing surface and racetrack area to learn of any defects, obstructions, or anything, which, in his opinion, may be unsafe. Any driver entering any racing events are considered to have inspected the track and that all conditions are satisfactory to him. If not, HE SHOULD NOT RACE. THIS FURTHER INDICATES THAT HE IS AWARE THAT AUTO RACING INVOLVES RISKS AND HE ASSUMES THESE RISKS WITH FULL AWARENESS AND KNOWLEDGE.
When in a restricted area (PITS) neither Macomb Raceway nor our insurance company assumes any responsibility for damage to and/or loss of your racing equipment, miscellaneous parts, and your tow vehicle regardless of the cause.
MINORS
See us well in advance so we may prepare the necessary releases for your parents’ or guardians’ signatures. Don’t wait until race day!!! ANY DRIVER NOT YET 18 YEARS OF AGE MUST HAVE A MINORS RELEASE WITH PARENTS SIGNATURES, ON FILE. ALL MINORS WITHOUT A VALID DRIVERS LICENSE MUST SUBMIT A CERTIFIED COPY OF THEIR BIRTH CERTIFICATE TO VERIFY THEIR AGE FOR ADMITTANCE TO THE PITS. You must be 12 years of age to be admitted to the pits and 14 years of age to drive.
CLAIM INFORMATION AND/OR INJURY INFORMATION
When involved in an accident involving an injury to you, advise the paramedics and G.M. immediately so the necessary insurance reporting will be accomplished. NO CLAIMS CAN BE CONSIDERED UNLESS REPORTED PRIOR TO LEAVING THE RACEWAY PROPERTY THAT DAY. Contact the EMT or Management and give a full report before you leave the Raceway.
* GENERAL POLICY*
ANY DISAGREEMENT OVER TECHNICAL QUESTIONS OR OPERATIONS WILL BE RESOLVED BY THE RACING OFFICIALS AND MANAGEMENT. WHEN THEIR DECISION IS RENDERED, SUCH DECISION IS FINAL AND BINDING.
The Raceway Management and Officials will establish the length, frequency, and administration of all events and programs and when their decision is rendered, that decision is FINAL AND BINDING. Exceptions to the rules and specifications may be made on a temporary basis at the discretion of the G.M.
Any complaints, disputes, questions, or problems must be directed to the G.M. immediately following the event. It is the duty of all drivers, car owners, and mechanics to bring to the attention of the officials any unsafe equipment or practices or any rule infraction of any car or driver.
Continuous developments in racing may necessitate changes that we cannot anticipate at the time rules are formulated. Hence, we may, if necessary, update, modify and add to or delete rules. The “except in rare instances” rule is always applicable.
GENERAL RACE TRACK OPERATING PROCEDURES
The only people allowed on the race track and infield, or inside the fencing directly around the racing service are officials. Everyone must stay away at all times unless requested to assist for some special reason. Drivers may drive their cars to the infield following disablement. IF CRASHED ON THE TRACK STAY IN YOUR CAR. DO NOT GET OUT AND EXAMINE THE DAMAGE TO YOUR CAR. PIT CREWS, OWNERS, AND PERSONNEL RELATED TO ANY CAR ARE NOT ALLOWED ON THE TRACK FOLLOWING AN ACCIDENT OR INJURY. IF ANY INDIVIDUAL ENTERS THE TRACK AREA FOR ANY REASON WITHOUT PERMISSION FROM TRACK OFFICIALS, THAT PERSON WILL RECEIVE A MANDATORY 1 WEEK SUSPENSION!! NO EXCEPTIONS!!
Do not enter the racing surface without express authorization. An official will okay your entry at the track entrance and signal for you to proceed. Have your car ready to race when called. We will not hold up an event for your car. The fastest qualifiers will usually start the feature; additional cars may be added at the discretion of the officials or G.M. Semi-features will not be held unless an adequate number of cars are available.
Our racing program is based on the availability of enough cars per class. If this number is not available, alternate scheduling and/or purse reduction may be used. Racing events will be lined up by inverted heats and the top cars inverted in the feature.
If you elect to go to the grandstand and drink beer, you will be required to forfeit your arm band/pit pass and will not be allowed to return to the pits.
One round (per car and driver) of hot laps will be held for each class of cars-- some classes may be divided into two rounds each, length of hot laps to be determined by Management.
REPORT ANY AND ALL SCRATCHES TO PIT STEWARD AS SOON AS POSSIBLE.
Any driver failing to recognize or acknowledge track signals or flags by the Track Officials/Management will be subject to forfeiture of all moneys earned, including all entry and insurance fees, and subject to further suspension from track events. A blue with yellow stripe (hold your line) flag will be used at Macomb Raceway.
Any driver who unbuckles his seat belts and/or gets out of the car to argue with starter or officials will be disqualified for the remainder of the race event and subject to suspension and/or fines.
Anytime the wrecker hooks onto your car, it goes to the pits and your car may not re-enter that event, UNLESS wrecker is used to unhook cars.
All justifiable protests will be judged and decided upon at the end of the race program and must be presented in writing to the G.M.
PAY OFF PROCEDURES
All points shall be earned by the starting driver. All payments will be made to the participating driver or car owner, providing he is registered.
Payoff will be made only for events actually completed. Never will any event be paid when it was not run. When a program is shortened by rain or some unforeseeable or fortuitous event, yet “considered” completed as all heat races were completed and no rain checks issued, payoff will be made for those events completed. In this instance, a lengthened feature with extra money or “double feature” will be run at the next practical time. Under no circumstances will the feature or any payoff be made based on time trials, line-ups according to heat results or any other devises. Simply it means this: if you don’t race, you don’t get paid. All race results will be announced before or at payoff. All winnings will be paid at the Grand Stands Tower. Any event may be considered completed when over one-half of the scheduled length has been run by the leader and/or terminated by officials for safety reasons.
TRACK POLICY
IMPORTANT NOTICE TO ALL RACING PERSONNEL
MACOMB RACEWAY, INC. is private property. Any person on this property without permission of Macomb Raceway, Inc. owners or Management is guilty of trespass and subject to the penalties of the law. Through your pit pass fees and registration, you have been given the authority and the right to be on this property in conjunction with racing activities. However, the management of Macomb Raceway, Inc. reserves the right to revoke and cancel this authority at any time that it is felt that your presence or conduct is not in the best interests of the sport of racing, your fellow competitors, the fans, and/or the management and employees of Macomb Raceway, Inc.
APPEARANCE
Because we are all presenting racing before the paying customer, we expect all our participants to take pride in being part of our presentation. Racing entertainment is what we sell to the public, and we will not tolerate anything that makes our product look scruffy. Cars, which, in the opinion of the management, detract from the show in their appearance, will be denied entry until they are made acceptable.
1. LETTERING AND NUMBERS: Numbers assigned by the track must be painted on both sides, in minimum 24 - inch numbers (BLOCK LETTER STYLE) with a 4 - inch strip width, in a color in good contrast to the color of the car. In addition, a 4 – inch number shall be numbered in the upper corner of the windshield to aid officials in lining up cars; a 4 - inch number shall also appear on the rear of the car. Numbers must also be painted on the top, at least 24” high and readable from the passenger side. NO GOLD, SILVER, OR PRISM NUMBERS ARE ALLOWED. If a first year driver is racing at Macomb Raceway, there must be two 4 inch by 12 inch bright orange stripes on the rear of car. This is to alert other dRIvers of possible “ROOKIE” driving habits.
REGISTRATION
All cars will be registered on a first come, first served basis, with the following exception: any driver having registered and raced a car number in that class the previous year has until Practice Day to retain that number. After that time, the number becomes available to anyone. Once you have sent in your registration form, no one else may race your number during the season. YOUR NUMBER WILL BE FORFEITED, HOWEVER, IF YOUR CAR IS ABSENT FROM THE TRACK FOR 4 CONSECUTIVE WEEKS.
MACOMB RACEWAY POLICY REGARDING THE USE & POSSESSION OF ILLEGAL DRUGS OR SUBSTANCES
1. DEFINITION: Illegal drugs are those substances defined and prohibited by state and/or federal laws.
2. PROHIBITION: Possession or use of illegal drugs or drug substances as defined above is prohibited in any form, by any participant at Macomb Raceway, or in any area considered to be used in the operation of the Raceway.
3.
PARTICIPANT: A participant is any person taking part in any event
at Macomb Raceway in any form, including but not restricted to drivers, car
owners, mechanics, crew members, sponsors, track officials, or pit area
observers. All such persons shall be considered public figures who have by
their own choice become involved in auto racing events at Macomb Raceway, with
the full understanding that he or she must abide by the rules and regulations
established and published and/or announced.
4. VIOLATIONS AND PENALTIES: Any person found to be in possession of or under the influence of an illegal drug or substance on Macomb Raceway property, or any person who is arrested by duly-constituted authorities and charged with possession and/or use of illegal drugs and/or substances, or any person who is formally charged by a court of law with illegal drug violations, SHALL BE SUBJECT TO THE FOLLOWING PENALTIES BY MACOMB RACEWAY, INC. Suspension from competition and eviction from all Macomb Raceway property, and denial of further entry to Macomb Raceway property for a period to be determined by Macomb Raceway management.
5. APPEAL AND HEARING: Any participant suspended for violation of these rules may be granted an appeal hearing by a board of officials designated by Macomb Raceway, provided the suspended participant requests such a hearing, in writing, within 14 calendar days of the date of the suspension. It is the responsibility of the suspended party to make such a request if a hearing is desired.
6. REINSTATEMENT: A participant suspended for violation of these rules, EXCEPT IN THE CASE OF PERSONS CHARGED WITH SELLING DRUGS, may as the result of a decision reached through the hearing process detailed above, be reinstated, if it is mutually agreed that the participant -- at his or her own expense -- will produce documentation from a physician licensed within the state, certifying that he or she is drug independent; as a result of random and periodical examinations and urinalysis testing, made at the request of Macomb Raceway management.
7. PRESCRIBED DRUGS: If a participant is using prescription drugs on the advice of a physician, such use must be reported to the chief steward or G.M. prior to the participant’s entry into any Macomb Raceway activities. Failure to so notify will subject participant to penalties as prescribed above.
General On-track Operations
Inspection by Macomb Raceway Technical Inspectors shall be for the sole purpose of rules infractions. Any car that passes inspection shall not be construed that the car is safe to race. That decision rests alone with the driver and car owner and not Macomb Raceway and management. Macomb Raceway and management may not be held liable for accidents and/or injuries resulting from unsafe cars.
PILL DRAW:
1) Driver or crew member will be allowed to draw a pill.
2) Switching cars after pill draw will result in moving to the rear of that car's designated heat race.
3) If the driver switches cars after the heats, driver takes back-up car to rear of the next race they are scheduled to compete in.
4) Pit Steward must be notified of all driver changes prior to their race. Failure to do so will lead to disqualification.
TRACK PACKING:
ALL CLASSES WILL BE REQUIRED TO PACK THE TRACK!!!
If you do not help pack the racetrack, you will not be allowed to hot lap.
STAGING:
All drivers will be required to know when their race is up. All cars must be in the staging area before their race leaves the staging area. Failure to do so will result in car starting at the back of that event.
ROUGH DRIVING:
1) If you make contact with another car and that car spins out, you both will go to the tail.
2) If you intentionally spin another car out, you will be BLACK-FLAGGED for that race. This rule will be enforced under the sole discretion of the flagman and on track personnel.
STARTS AND RESTARTS:
1) Original starts will be double file with pole sitter setting the pace. You must be side to side and nose to tail. If the race, according the flagman, is not started properly, the pole sitter will be given one restart opportunity. At that time, the first and second row will be inverted with a complete restart. Original starts will be off turn 4 at the orange cone.
2) If there is a first lap accident or spin on the track, the person causing the flag will be sent to the back. The second attempt at restart brings out an additional yellow and a single file restart will follow.
3) RESTARTS after a yellow or red flag will be nose to tail, single file, and single file only in heat races! Heat race restarts will be single file at the cone on the backstretch. During feature events the Delaware Start will be implanted. The lead car will start in front of the field, with the second place car choosing inside or outside and the rest of the field falling in double file. Feature restarts will be off turn 4 at the orange cone.
4) Lapped cars will be moved to the rear of the field and be given their lap back. If lapped for a second time, car will start in back of field without getting lap back.
YELLOW FLAGS:
1) If you are charged with bringing out the Yellow Flag you will go to the tail. If you spin or stop to avoid the accident you will get your spot back, as long as you did not bring out the yellow. Please do not drive thru an accident. Only cars causing the yellow flag will go to the tail.
2) If you stop without making contact to avoid an accident you will be given your position back.
3) Any car causing an INTENTIONAL YELLOW will be black-flagged for that race.
4) To be interpreted by track officials, if a driver recklessly drives through an accident he/she is subject to the same penalties as rough driving.
RED FLAGS:
1) RED FLAG means there is a life threatening situation and you must immediately stop you car and turn off the engine. Do not unbuckle or exit your car or you will be disqualified.
3) In the event of an extended RED FLAG situation, officials may allow you to unbuckle and exit your car. Do not do this until you an official taps on your car and indicates that you may exit your car.
2-SPIN RULE:
1) There will be a 2-Spin Rule in effect for all races. This means if you are CHARGED with 2 (two) Yellow Flag situations you will be black-flagged for that race.
2) Only the car or cars that caused the Yellow will be charged.
3) Drivers involved in the yellow flag are not necessarily charged with a yellow flag. If a car spins out, that car will be charged with the Yellow Flag, while others will only be involved in the caution. All cars involved may be sent to the tail of the field.
HOT PITS:
1) There will be an Open Hot Pit area located off of turn 3 near the line-up area. This area will only be open during the feature events. Crews must do all repairs in this designated area.
2) If your car enters your personal pit area, you will be disqualified and not allow back on track.
3) If you have to use the Hot Pit area you will have to be ready to go by the time line-ups are done and the yellow light has turned off. The field will not be considered under green flag conditions until they have reached the start/finish line. You will not be allowed to re-enter the track under the green flag. If you do re-enter under the green you will be BLACK-FLAGGED.
4) No one will be allowed to cross the racetrack at any time during the course of that evenings racing unless receiving permission from a track official to do so.
5) No crew member will be allowed on the racetrack at any time during any events or during YELLOW or RED flag situations.
Special Note:
All rules are under the interpretation of the General Manager, with input and discretion of on-track personnel. Any decision made by the General Manager will be considered final and binding!
